Entry Level Referee Course

The Entry Level Referee Course in an introductory referee course designed by the Canadian Soccer Association. All individuals with no refereeing experience prior to 2010 must take the Entry Level Referee Course in order to be certified as a referee in Canada.

An individual must be 14 as of 31 March 2010 in order to enroll in the Entry Level Referee Course. The minimum number of participants is 15 and the maximum number of participants is 25.

In order to complete the course and be certified as a referee with the CSA/OSA, a participant must do the following:

  • Register for course, via Club Referee Coordinator, no later then 10 days prior to start of course;
  • Receive Pre-Course Workbook and Laws of the Game book;
  • Complete Pre-Course Workbook and bring to course (participants will not be permitted to course if they have not completed the workbook);
  • Complete In-Class Workbook;
  • Write and pass the Entry Level Referee Examination at the conclusion of the course.

The exam will not be marked on the day of the course. The instructor will mark the exams and send the results to the OSA. After approval, the OSA will send the results of the exam to the club and individual participants.

Those who pass the examination will be certified as District Referees (if over the age of 16) or Youth Referees (if under the age of 16). They will be certified as a CSA Referee and certified to referee in 11v11 competitive matches. The OSA will mail the referee their Registration Card and CSA Referee Badge.

The referees who fail the examination will be certified as an OSA Recreational referee and certified to referee in 11v11 recreational U-18 competitions. The OSA will mail the referee their Registration Card and OSA Referee Badge.

Referees who fail the exam are permitted to re-sit the exam after 30 days. Organization of re-sit exams are at the discretion of the district and are pending the availability of an OSA-certified instructor to proctor the exam. Referees who have not passed the exam by the end of the calendar year are required to re-take the Entry Level Referee Course again the following year, if they wish to register as a referee.

Kanata Soccer will hold an Entry Level Referee Course on 8-9 May 2010.  Participants must be born before 1 April 1996. The registration fee for the clinic is $50 for WOS (Almonte, Goulbourn, Kanata and West Carleton) referees and $70.00 for outside club referees and must be paid in order to ensure a place in the course. Placement in each course will be assigned on a first come (paid) first serve basis. Payment may be submitted by cash, cheque (made out to Kanata Soccer) or Visa/MasterCard. Credit card payments must be processed at the office.

Mini Soccer Referee Course

With the Canadian Soccer Association rising the minimum age of entry level referees to 14 years of age, effective in 2009, a gap was created for the 12 and 13 year old Ontario Soccer Association referees. For this reason, the OSA Referee Department has developed a Mini Referee Course for 12 and 13 year olds that was launched province-wide in 2009.

In order to participate in a Mini Soccer Referee Course in 2010, an individual must turn 12 years of age no later than 31 March 2010. Participants of the course will become certified Ontario Soccer Association Mini Referees and will be qualified to referee 7v7 mini soccer games. These referees will not be certified to referee or act as assistant referees on any 11v11 games at any level. They will have to attend the mini referee course every year until they turn 14, when they will be eligible to take the entry level course.

Kanata Soccer will hold a Mini Referee Course on 2 May 2010.  The cost of the course will be $25.00 for WOS (Almonte, Goulbourn, Kanata and West Carleton) referees, and $40.00 for outside club referees and the minimum number of participants is 15 per course.
